The publisher and editor was Steve Rocco. You can learn a lot about him (and the magazine) on this short YouTube clip.
It reads "this page is a test to see how clearly a video image prints out when blown up full size, because you never know what you can do until you try." Now, of course, you need a filter for that NTSC VHS effect.
